REQUIREMENTS FOR BUILDING PERMITS

Condensed from the provisions of IRR of PD 1096 (National Building Code of the Philippines)

302.2.a. IN CASE THE APPLICANT IS THE REGISTERED OWNER OF THE LOT:

302.11. Location / Lot Plan with Vicinity Map (duly signed & sealed by a Geodetic Engineer).
302.2.a.i. Certified true copy of OCT/TCT, on file with the Registry of Deeds.
302.2.a.ii. Tax Declaration, and
302.2.a.iii. Current Real Property Tax Receipt.

302.2.b. IN CASE THE APPLICANT IS NOT THE REGISTERED OWNER OF THE LOT,
IN ADDITION TO THE ABOVE:

□ Duly notarized copy of the Contract of Lease, or
□ Duly notarized copy of the Deed of Absolute Sale.

302.1. APPLICATION on the prescribed forms (forms from the Office of the Building Official).

302.3. FIVE (5) SETS OF PLANS, SPECIFICATIONS & OTHER DOCUMENTS PREPARED, SIGNED & SEALED OVER PRINTED NAMES OF THE DULY LICENSED & REGISTERED PROFESSIONALS:

a. Geodetic Engineer, in case of lot survey plans;
b. Architect or Civil Engineer, in case of architectural documents; (Court of Appeals decision CA-G.R. CV No. 93917 dated Jan. 12, 2012 declares the Civil Engineer to have the right to prepare, sign and seal plans and specifications as provided for under RA 544 and PD 1096)
c. Civil Engineer, in case of civil/structural documents;
d. Professional Electrical Engineer, in case of electrical documents;
e. Professional Mechanical Engineer, In case of mechanical documents;
f. Sanitary Engineer, in case of sanitary documents;
g. Master Plumber in case of plumbing documents;
h. Electronics Engineer, in case of electronics documents.

302.4-10. Bill of Materials / Cost Estimate (duly signed & sealed by the Architect or Engineer).

NOTE: In case these documents are signed and sealed by professionals (Architect/Engineers) from other Municipalities/Cities, the photocopy of their valid PRC ID card and current PTR shall be submitted.

302.12. CLEARANCES from other agencies exercising and enforcing regulatory functions:

a. Locational Clearance issued by MPDO.

b. Authorities exercising and enforcing regulatory functions:

DENR – Environmental Compliance Cert. or Cert. of Non Coverage
□ DPWH – Clearance or Waiver (If along the National Highway)
□ DOH – Health Safety / Compliance to Sanitary requirements (PD856)
□ DA – Clearance or Waiver (If along Irrigated Land or Prime Agricultural Land)
□ Others: (Specify) ______________________________________

REQUIREMENTS FOR CERIFICATE OF OCCUPANCY

Section 309 of IRR of PD 1096

All signed by whoever is the contractor (if the construction is undertaken by contract) and signed and sealed by the Owner’s duly licensed Architect or Civil Engineer who undertook the full time inspection and supervision of the construction works. Said Plans and Specifications shall reflect faithfully all changes, modifications and alterations made on the originally submitted Plans and Specifications on file with the OBO which are the basis of issuance of the original building permit. The as-built Plans and Specifications may be just an orderly and comprehensive compilation of all the documents, which include the originally submitted plans and specifications and all amendments thereto as actually built or they may be an entirely new set of plans and specifications accurately describing and/or reflecting therein the building/structure as actually built.
